Concrete is made up of three components which include: water, rock, sand or gravel and cement. Cement is a binding agent when it is mixed with water and comes in powder form. During the colder months you would use an accelerated admixture to quicken the setting time. During the summer month you would use a retardant admixture to slow the setting time.
